A private sewage system that you are responsible for
Enskilt avlopp (a private, on-site sewage system) is your own wastewater solution for a house that is not connected to the municipal network. It is common in the countryside and in holiday-home areas. As the property owner (fastighetsägare) you are responsible for keeping the system working and for following the conditions in its permit. When you buy the house, you take over that responsibility.
Two numbers worth keeping in mind
Around 720,000 properties in Sweden have a private sewage system. Of those, roughly 180,000 have only basic sludge separation without real treatment, and a further 74,000 or so have no documentation and are probably outdated. In other words, an old system that needs replacing is nothing unusual, and it is a cost worth budgeting for.
Installing a new system or rebuilding an existing one requires a permit or a notification to the municipality, which both reviews the application and carries out supervision. Building without a permit can lead to an environmental sanction charge, so it should never be done quietly.
What you should do as a buyer
Ask the estate agent for the permit and for details of the system’s type and age. If the paperwork is missing, or the system is just an old sludge separator, expect that it may need upgrading at some point. The industry tends to quote around 80,000-200,000 kr for a new system depending on the type, but it varies a lot. The municipality also charges a processing fee, often somewhere around 3,000-8,000 kr. If you want to be sure, get an assessment before you place a bid.
